Mobile Services for Parliamentarians: Drivers & Expectations

Members of elected assemblies are ultimately accountable for eGovernment, and support for their work requires web-based services that adapt eGovernance tools to their specific needs, including their needs to be mobile. eRepresentative is an ongoing project of the European Commissionís IST programme, and is currently assessing the impact of prototype software being piloted among members of five elected assemblies at national, regional and local levels. We relate the main drivers and constraints on mobile support that we found in these assemblies to the views of IT managers in European parliaments from a recent survey. We conclude on the need for the current eRepresentative pilots to provide an understanding, which the eGovernance field currently lacks, of organisational factors contributing to the success or failure of such initiatives.
